I am trying to install GP 2013 on Windows 8 and it is telling me .Net 3.5 is not applicable, and the installation is failing.

I actually had something similar on an W8.1 machine the other day. Not quite sure why just this one but the fix I did was to navigate to the Dot Net folder and install Dot Net FW 3.5 separately and then the installation continued on normally.
Copy the content of your GP installation package files from CD to your local hard drive and try to run the installation. Also check your operation system editions.
The below are the supported Windows 8 editions for GP 2013.
Microsoft Windows 8 Professional Edition 32 bit or 64 bit
Microsoft Windows 8 Ultimate Edition 32 bit or 64 bit

To install .NET 3.5 on Windows 8, you can run the Deployment Image Servicing and Management (DISM.EXE) tool.
Dism /online /enable-feature /featurename:NetFx3 /All /Source:(folder_name)\sources\sxs /LimitAccess
Where folder_name is the root folder on the Windows 8 DVD where the framework files can be found.
Richard is correct. Manually install .NET 3.5 and you will be fine.
