Wow, a six year old thread. I decided to scrap IM and write my own code.
As far as I'm aware, there isn't any place or website that partners or customers can go into and look up 'bugs' for Dynamics GP or any other application.
If you know the number of the documented issue, such as 87038, you can open a support case and ask us, or put it in a forum such as this and we'll answer if we see them.
In regards to 87038, it's still active and being looked at. It doesn't appear it made Dynamics GP 2018 and is being looked at to be added in Dynamics 'GP Next' which would be the next release scheduled around Nov/Dec of 2018.
While this is subject to change, that is what it shows currently.

Generally speaking, if I have the Quality issue # (i.e. Bug #), is there a place in PartnerSource or another Dynamics GP website where I can see the latest info on that particular issue and when it is scheduled to be fixed. For example:
Quality issue 87038 "Drillback on Historical JEs in the Journal Entry Inquiry drill back to the wrong document, if Revenue Expense Deferral is loaded."

I don't understand what you mean. What is the issue number? Who assigned the issue number? Is this something that was entered into the Microsoft Connect website?
