Can't add an Application User, option missing from System Views dropdown

When I navigate to Settings > Security > Users, I'm not able to select "Application Users" from the System Views filter dropdown.  Its not there???

When I go to customizations I can see the option in Entities > User > Views

and the "Application User" form is also "active" under Entities > User > Forms

Any ideas?

    You need to go to admin.powerplatform.microsoft.com to create/view application users -

    community.dynamics.com/.../is-application-user-view-not-displaying-in-user-table-for-creating-application-user

    Most of these users are hidden from user views but they can be found by using the Advanced Find on the Users table.
