DYNAMICS GP 2015 14.00.0817 Tax Tables Updates Manual Method "Not Responding" Error

Good morning,

I try to update payroll tax on manual method (TX.cab July 2016 version) but after select the tx.cab I received "Not Responding", I use the "sa" and run as administrator. I try internet method but don't working too. Any suggestion is welcome.
