Customer work space APP Left Nav menu Sitemap customizations

can we migrate the left nav menu items as part of a managed solution to other environments.
Ex : we have added some menu items in one environment screen shot below in the dev environments and we want to move higher environments by exporting solution.
we have tried adding customer service work space app site map to the solution and tried to importing in another environments but didn't come over.
