Can MS Dynamics track sales staff commissions? What would be the basic steps to set this up?

I don't think there is anything built into CRM which will track the sales persons commision
You would need to set up some customization to track this and you would need to decide how you calculate the commission for each sales person and at what stage would the sales man get the commission
you also need to think about how will you aggregate the commission and where are you going to store it.

Its not default functionality but you can create a custom amount field as Sales Commision and can create Bussiness Rules for calculating Commision and populating it. So can work without any developer's help.
You can use calculated fields or the Dynamics CRM workflow engine if your sales commission plan is simple (ex: you want to pay 8% of revenue to each rep when a certain condition is met - ex: invoice is marked as paid).
If your plan is more complicated (you have tiers, quotas, split crediting, recoverable draws, etc.), then you'll probably need another solution (example: salescommissionsexplained.com/.../managing-sales-commissions-using-dynamics-crm).
