Having worked for a large software company in the past, I think you are being a bit too kind to the development staff. I would state this was a good beta phase development. It should never have been release, and it's not complete. I cannot think of a single use case where the functionality is robust enough to actually use in production. I'm fine with releasing new functionality that does not address every use case, but I don't feel this is the case with workflow and requisitions. I would like to hear from the product manager to know what use/business case they feel is solved with the current functionality.
It's great they are working on. Our companies could really use it.
I would like to mention that you might not be quite satisfied with several functionality since there are lots of requirements which are either missing or need high level of enhancement to fulfill the continuously changing business needs.
I might say that this is a a completely new workflow engine built in Dynamics GP, which is still in its initial development phases, we have faced a lot of dissatisfaction from clients regarding several points which are not completely fulfilled yet in the current requisition management, but I do believe that it is a considerable achievement as a first release of such a workflow engine which is not dependent on SharePoint anymore.
I am quite sure that further release of the requisition management will absolutely make a difference, and deliver what's expected.

Unfortunately, my answer won't have any good news as well regarding this specific point. Unfortunately, the inventory item inquiry is not integrated with the new requisition management. It is not affected at all with the balance included on the open/submitted or approved requisitions.
The requisition field is filled out from the item quantities/site window (to Cards > Inventory > Quantities/site). After you choose an item and site, the (Non purchase requisitions) will open up to be manually filled out. Actually, this has been there since long time before even the new requisition management and has not been updated with the release of the new requisition management.
To save lots of efforts, there are many things that are not integrated with the new requisition management such as commitment. :)
