Single Level MFG Overhead Cost

When looking at a Detailed Calculation of a part with a multi workcenter routing, can you tell me where the Single Level Mfg Overhead Cost comes from?
 
Our workcenters are set up with the overhead put into the Indirect Cost % and the Overhead Rate at 0.00.
