Import Solution - Plugin Assembly Error

Can someone help me to identify why the solution is throwing this error when I try to import the Plugin Assembly?

    You are not the deployment administrator hence you cannot register/update plugin assemblies other than Sandbox mode. You need to be Deployment Administrator in this case. Had it been a case where you had to register a new assembly, you could do it by registering in Sandbox mode.

    I think you are importing the solution without a Deployment Administrator

    If you are using On-premise environment, check the Deployment Administrators of your organization at "Deployment Manager" app.
