Cannot generate DDSP for Shipper's declaration report

I'm having trouble generating a DDSP file for the Shipper's declaration report. I have the report set up to recognize the Report ID so I know exactly which report is generated:
 
The DDSP generation settings for this report are enabled:
 
However, when I print the document, no report is generated. It simply gives me this message:
 
I tried to temporarily change the Print management settings by going to Warehouse management > Inquiries and reports > Hazardous material shipping documentation > Shippers' declaration, but I don't see any option to edit the Print management settings here:
 
Please let me know what I need to do to get this DDSP file generated. Thank you!
