New error message when trying to put PO through workflow

I tried to add confirmed delivery date to PO 123456  and then put it through workflow but I got below new error message: /This action can only be completed after the line number 5 is fully distributed./
 
Pl help why this error message is coming.

    Hi,
    This problem may occur because of inconsistency in purchase order distributions, to unblock this issue and reset the purchase order to a Draft state, go to Procurement and sourcing > Periodic tasks > Clean up > Purchase order distribution reset. For more details, see You can only complete a purchase order action for fully distributed line numbers - Dynamics 365 Supply Chain Management | Microsoft Learn.
