    Please check the event log it should give you more information about the error. Most of the cases this error pop up due to port violation. Check your services and see any of the ports are overlapping with each other.

    Reinstall of the NAV may help to resolve issue in case of components corruption.

    As Ramy mentioned please check the event log and most of the time this error is because the service user you are using to run the NAV service does not have permissions to the database.
