SystemUser table query not returning all users.

Hello there,

I have a page that is trying to pull a list of all of the Users in our Dynamics Instance.

I do this through the REST API with the call 

SERVERURL/XRMPATH/SystemUserSet?$select=SystemUserId, InternalEMailAddress, FirstName, LastName, IsDisabled, InviteStatusCode
I am running this query as a System Administrator.
For some instances it pulls all of the users but on another instance we installed this solution it doesn't pull all of the users.   The problem instance is running Dynamics2013 if that makes a difference.
If SystemUser the correct entity to be querying for this information?  Can you think of any reason why Users wouldn't show up?  Just looking at their data in the Dynamics UI I can't tell what the issue might be.

    Probably the user context who executing the query not belongs to same business unit and security role. Are you sure both the instance having same AD and users?

    Try to compare  in advanced find whether the user can see all the user there.

    When the user we are running as goes into Settings=>Administration=Users they see all of the users.  But they don't show up in the query.   Wouldn't that have the same context?

    In case anyone finds this, our problem was with Paging.  I assumed the limit was 5,000 for the number of records returned but it was much lower for this call.  The instance in question had a LOT of users and we werent properly handling the pages in our requests.
