I have a problem with Date Effective Tax Rate, the error is "Error, Product 6831 does not support upgrading from version 11.0.0. and currently my customer is using GP 2013 R2.

Have you seen this post on our community about the same.
I am unsure of where you are in your upgrade process. If you are fully upgraded to GP 2013 R2 from 2010, and not just testing, please disregard this suggestion.
If you are still in testing, I would make sure you check your original 2010 environment has Date Effective Tax Rates installed and it has been completely upgraded prior to performing the upgrade to GP 2013 R2. The error code you are receiving calls out version 11.0.0, which is either an incomplete build number or representative of 2010 Release to Manufacturing.
Dave Musgrave posted about the installation of Date Effective Tax Rates in his blog. Dave's post includes an Important Note:
Important: Ensure that you have applied Microsoft Dynamics GP 2010 Service Pack 1 before you install the Date Effective Tax Rates feature. This will ensure that your database version of Microsoft Dynamics GP is 11.00.1521.

If whoever installed Data Effective Tax Rates, didn't perform the upgrade to Service Pack 1, prior to install, this may be the source of your problem.

I'm not at upgrade process anymore. I just need install the Date Effective Tax Rates at GP 2013 R2. Does Microsoft got any update or patch for Date Effective Tax Rate?
