Entity Display Locations Disabled

We have just done a new install of CRM 4.0.  When I when to the customize entity screen for Account, I found that the area to select the display areas for the entity is grayed out.  Does anyone know if there is a config setting to fix this.  I know I have made changes to this area on other CRM projects and don't know why this time it is grayed out.  By the way, I am in the System admin role with Full access mode.

    This field can only be change when an entity is created. To change the location of an entity after that you have to change this is the sitemap XML. You can find this in the customizations export and edit it (after export). Or you can use this tool: http://www.patrickverbeeten.com/pages/TechnicalNet/MicrosoftCrm/CrmXmlEditor.aspx?id=20.
    All you need to do is move or copy the correct SubArea node from the sales to the service area. Note that items can exists in both areas at the same time.
