Unable to Download from CustomerSource

I am trying to complete an upgrade and need to download some hotfixes.  When I click on the download file I receive the following message, "mbs2-cy1.partners.extranet.microsoft.com refused to connect".   I also receive the error message, "remote device or resource won't accept the connection".  I had this same problem about a week ago, I changed browsers and the download worked, not this time.  I have tried IE, Chrome and Firefox[also tried downloading using the private browsing window on all these browsers and that didn't work either], I have tried to download from 2 workstations[Win7 Pro] and 1 server[Win Server 2012 R2 Essentials] at my office and my computer at home [Win 7 Pro].  I've removed and reinstalled the FTM, that did not fix the problem. This seems to be affecting programs files only, I can open, print, download pdf files.  

What should I try next?

    You're welcome Craig,

    I've using Edge (Win10) and FF 59.0 without any issues.. Haven't tried Chrome.

    Yes I see that it is working now. Although only with Internet Explorer and having Microsoft.com added to the Compatibility View Settings. Both Edge and Chrome did not work.

    Good News Laurie Bell & !

    The file server for download of GP content works again on CS & PS..

    I was looking after lunch time for the latest GP 2018 Web Client component setup guide and found it on CS. After clicking on the link, I expected a PDF to open straight away, but instead it opened a new window on File Exchange server and it prompted me to save it locally.  I then picked the 2018 RTM DVD image and it worked too.

    So, if you haven't been able to grab your service packs, go ahead and do it as long as it works.

    Hi Craig,

    I can supply you with the 2013 January update (KB4073323) if you PM me.. I'm not current on the other versions as 2013R2 is what we currently run in production, though I'd have the 2018 RTM image too, but you said you already have that.

    Try again but this time tell them you have confirmed that the issue is on their end as you have contacts who have been told by Microsoft employees that the download servers are down. I can see they have been working on this as they now present a message that the file is not available so they know.
