How to change time format for a region

Hey,
I have a sheet where user can enter start time ,end time and this is in 12hours format if am selecting US(English) Region(See 1st attached screen shot )

now when I'm changing region to UK(English) Time format getting changed to 24 hrs format (see attached screenshot below)

Now i want to know that how i can set the time format for UK region from 24 hrs to 12 hrs.

It need to change on your PC. Go to Control Panel --> Regional Setting

Select English (United Kingdom) --> Additional Settings and change below :

Short Time from HH:mm to hh:mm

Long Time from HH:mm:ss to hh:mm:ss
