URL field not creating hyperlink? Possible bug?

The URL fields in the UI are not creating a hyperlink -it may as well be a text field. When I switch to the legacy client the same field is acting as a hyperlink. Something I am missing or anyone else having this issue too?

    This should work. Do you have a screenshot of what you are seeing?

    I think I figured out the problem...the unified interface uses a button to go to the link, instead of creating the usual hyperlink in URL fields. However, that button that does not up in the URL field if the field is in the header of a form. This seems like a bug.
