Installed a new server with Dynamics 365 CRM Version 9.0 in English, and installed additional languages.
When i try to enable a language get following error.
Unhandled Exception: System.ServiceModel.FaultException`1[[Microsoft.Xrm.Sdk.OrganizationServiceFault, Microsoft.Xrm.Sdk, Version=9.0.0.0, Culture=neutral, PublicKeyToken=31bf3856ad364e35]]: Cannot insert duplicate key exception when executing non-query: System.Data.SqlClient.SqlCommand Exception: System.Data.SqlClient.SqlException (0x80131904): Violation of PRIMARY KEY constraint 'cndx_PrimaryKey_Report'. Cannot insert duplicate key in object 'dbo.ReportBase'. The duplicate key value is (e589370b-4904-e911-a815-000d3a0b39d8, 0, Dec 20 2018 11:19AM).
The statement has been terminated.

I have been given language packs for version 9 now, I have German, Spanish and Turkish.

This is actually fixed through KB4458112. Thought their Feb release of v9 in MyVisualStudio had it. Unfortunately its still not released and the version still says 9.0.2.3034. This KB is not available publicly yet. Reuploading if anyone needs it. Since its not officially release yet, its recommended only for development, testing purposes.
I have the same issue trying to install the French Language pack 9.0.1.0000.0283

From my point of view, you could show MS ticket follow up engineer about the bug id and my post in the forum which must help you on the case process. We met more than two customers fixed the issue after they installed related hotfix.

This is a know issue that when activate language pack in V9 OP there will pop out the Duplicate Key / Duplicate Record issue.
Bug: Can't enable language on Onpremise branch: Violation of PRIMARY KEY constraint... Cannot insert duplicate key in object....
Currently I would suggest you to post a ticket for this issue and support engineer would give you a COD hotfix (must older than V9.0.2.3041) which is based on your D365 Server basic package language. Or you could contact me by private mail while I only have hotfix based on basic English and Chinese package.

Enable docs.microsoft.com/.../enable-languages
If you are certain all steps followed correctly then I recommend opening a support ticket with Microsoft to resolve this.
Recommend you to create a MS support ticket.
