i delete all of these lines and still 
Users can access to web service

    Tables cannot be accessed directly in BC. If you want to disable all Web Service pages, you can delete all records on the page below.

    Hello,
     
    Deleting those table entries doesn’t stop access, it only removes manually published web services.
    To block users, you must either disable OData/API services in server settings (ODataServicesEnabled = false, ApiServicesEnabled = false), unpublish services from the Web Services page, or remove API/OData permissions from users.

    On Web Service you can disable the Published flag and it will behave the way you want.

    Hi,
     
    Deleting table objects might not control access to the Web Services page because permissions are managed by security roles, not by object removal. Try using permission sets, not object deletion, to control access.

    Hi,
     
    If you want to restrict access to the APIs / Web Service endpoints, then Unpublish the web service. 
    • Turn off the Publish toggle. This removes the endpoint entirely.
     
    If your goal is to stop users from accessing the “Web Services” page itself in Business Central, then simply removing lines of code won’t help — because access to that page is entirely permission-based, not driven by page code. You must remove these permissions from their permission sets for Web Service page.

    You can delete Web Services from list page as below .
     
    Or Set published = False , which will not be accessbile to anyone
