LP-plate FIFO consumption in production

I have a customer that has a license plate controlled production input location and  their BOM items are setup with Tracking Dimension Group = Batch. They do not use WMS for production picking but use normal Transfer. Standard D365 consume the BOM item from lowest to highest batch number when Report as finished is performed from the Production floor execution interface. The customer wants instead to have the batches consumed for production according to in which order (date + time) the LP are moved into the input location, if more than one is present. They want to avoid any manual registration of which batches were actually used. Do any of you have some input to if this in some way can be controlled? Or if the only way to do it is to set flushing principle to 'Manual' and then register the actually consumed batches.?
