Budget in Project Management is greyed out

Hi :)
 
Does anyone have similar problem, when going into Project management and accounting > All projects > Plan , and in Budget tab , the Project Budget is greyed out …
Is this protected by some role or is it set in the form design properties? Or smth else maybe ? 
I have the same question (0)
