Whenever a new Vendor is created VendTableProposedWorkflow should appear

Hello dev,
We've standard workflow in VendTable form that is VendTableProposedWorkflow, the workflow button appears only when if few parameter field is enabled, but in my requirement, whenever a new record or new vendor is created the standard workflow should appear!
