Only entity name not Form name is not shown

in the new unified interface, when a user have access to only one form(as per the security role) the form name is not shown .

For example 

we have custom entity "Complaint" and  below 2 forms

1. ABC Complaint form

2. XYZ Complaint form

When logged in as system admin and open any existing complaint record i can see the form name below the title like "Complaint : ABC Complaint form" and have option to changes the form

when logged in user who have access to only "ABC Complaint form" and open the complaint record i can only see "Complaint" under the title.  

Classic UI shows "Complaint : ABC Complaint form" and no option to change the form(as the user have access to only this form.

Any idea how to show the form name ?

    This behavior is by design.

    Can you please share more information around the use case of needing to display the form name when it is the only form a user has access to use?
