I can't set up Visibility for a new command button in Power Apps app designer

Hi, I want to add a command button to an Associated view of a table and set up its visibility via formular bar because the button is hidden by default and when selected a record, it should be shown.
But when I added a command button, I see formular bar disabled at top. How can I enable the formular bar? or is there any way to set up the visibility of the command button properly?
Here Activate button has Classic Rules option in Visibility.
 
But I don't have any way to set up the visibility for NewCommand button I am adding. So I wanted to use the formular bar at top.
 
The Activate and Deactivate buttons are hidden by default and when selected any record in the Associate view of the table, they appear.
I want to make the NewCommand button to work like the Activate or Deactivate button.
Could you please help me with solving that problem?

    I recommend using Ribbon workbench for all ribbon button related logic. There is a slight learning curve but it will allow you to create commands and conditionally show hide/show your button.

    Thank you for your assistance. I installed XrmToolBox in my PC and installed Ribbon Workbench there. And I loaded a solution with a table on the Ribbon Workbench. Now I am researching for how to add a button to the table's associated view and set up Visibility rule for the button.
