Integrate Outlook with power app

I have some wired requirement from my client, client need to add link to outlook email, when user click link (user also internal employee) , record must me created in power app portal (its like indecent management) with the details of email.(mostly with subject)

Is this can do with power apps?

I think it is much like email campaign tracking. I used MailChimp and it can be done.
I see Dynamic 365 has a module called "Marketing".
It is just like MailChimp I used before.
Maybe it has this feature too.

Without using "Marketing" , is there anyway to achieve this?
