Resolving Managed Solution Layer Conflicts in Dynamics 365

We have deleted 2 command bar buttons in DEV. These are available in QA Environment. The problem is one button has different solution layer on top and the other button had different solution layer on top. It is not allowing us to import those 2 solutions saying there is other active managed solution layer on top. How to solve it?
 
 
Steps tried till now
  • Deleting the component in QA -> as QA is managed environment, we are not able to delete any component directly
  • Tried deleting one of the solution from QA -> It is showing there is other managed layers over base layer.
Did anyone faced similar issues and should I try any other method.
