Hi Sravan,
Based on your description you should be able to use the work template to do this.
First select the edit query button.
Next go to the sorting tab on the query. In your sort criteria you want to make sure you have license plate selected.
Click OK on the query screen and now click on work header breaks.
On the work header break make sure you have group by license plate checked. You probably will want to update the sort based on what you're looking for if you only have License plate checked you should get a work per license plate.
