Unable to add and search existing external identity in the worker list hence unable to activate POS.

Kindly Suggest How we can create new External identity and Activate POS in Development environment.

Unable to add and search existing external identity in the worker list

Try running the retail tenant update tool using an Azure AD account which is from the same tenant of which the environment is deployed. POST running the tool you can associate the external identity.
