Unemployment Tax setups

I have seen this both ways - FED unemployment setup with 401(k) TSA deductions included as taxed, and FED unemployment setup with 401(k) TSA deductions not included as taxed.  I believe like they should be included as taxed in order for FUTA to be correct.  Am I wrong?

    I've never changed the default settings for FUTA and have not had anybody have issues with the tax calculations.
