Mix Power BI Premium or PPU and Pro licenses

We have a site where a few users may require some paginated reports, but the rest can use the normal dashboards. That said is it possible to have both Premium and Pro licenses in the same instance, or is the customer forced to purchase Power BE Premium or PPU licenses for all users?

Please advise. Look forward to a response.
