we are going to implement GP 2016 and my duty is to migrate users from Business Portal 2013 to GP 2016 and create work flow (Approval Hierarchy in Business portal).

Sample of our existing Approval Hierarchy is attached.

There's no direct migration from Business Portal to GP 2016 Workflow. You will need to set this up manually, again.

Thank you so much for reply. is it possible for you to guide me to implement Hierarchy as shown in picture above.

Sorry, but the forums are not the place for consulting engagements. Although, if you open the Workflow Setup window, it will become very obvious to you what needs to be done.
