Categories won't populate on Project estimates

Hi,

We have a difficult time with Project service. When we create a new project from existing project template, it generates the project estimates, but it won’t populate the categories. Any idea what can be the reason?

I tried to update this field 'msdyn_transactioncategory' programmatically using a console application but CRM won't allow me to modify this field. It says:

The given key was not present in the dictionary.
