Has anyone figured out how to load GL Account Categories using a Table Import?

No problem,
You just need a text file, I use tab delimited, with two columns, CategoryNumber and CategoryName. The trick to table import is that the utility will not 'update', it will only import new records. Even though on the window, the user-defined categories show a number of *, they actually do have a number and that number needs to imported. Look at table GL00102. This explanation pertains to the Table Import utility in GP. Which Table Import are you trying to use?

Thank you, I finally got it. Not sure what I was doing wrong before, but only the first category was importing. I started from scratch and it's working now.
