Hello,
what is the best way to solve the issue of licensing for device users and devices, such as warehouse scanners, in Business Central? Currently, in NAV, users do not have Azure AD accounts, and each scanner has its login in NAV only. What licenses are best to use in Business Central to minimize costs and ensure full accessibility? Additionally, what is the best process for managing users and scanners?

We recommend a Device License for each handheld. If the person using the handheld already has a Full User license, no Device License is required for their handheld (as long as it isn't shared), as they can simply utilize their Full User license. The Device License allows for multiple people to utilize the same Device to interact with Business Central.

For managing the Users and Scanners, we utilize an Extension that enables better control over the interface, permissions, and data flow. There are many available on AppSource, but I recommend reaching out to your partner to get their recommendation on what products they are most familiar with for support purposes.

Add on to Ben's response. You might need to purchase licenses from a 3rd party ISV if you need to use their application to run your scanners. Such licenses normally could be shared by users. I would recommend you to reach out to either ISV or partner for a more specific answer.
