I uploaded a custom css and it looks terrible. I deleted the file in CRM via Portals -> Active Web Files hoping it will undo it and rivert back the look but it didn't. How do I fix this?

If you have deleted the file then it should revert. Try clearing a browser cache or access your portal in incognito/ inprivate mode
If that doesn't work then try clearing server side cache.

Restart your Portal from Office 365 and Clear you cache again. It's been observed lot of times in CRM Portal. Anything you upload inside webfile, takes time to reflect on portal if you change the file or delete it.
You are right it took a while before the change took effect.
