How to allocate SO's

Normally when products are on backorder the oldest SO is fulfilled first, but occasionally this does not happen.  Today we had 3 SO's that had the same product on backorder.  When the product was received in the newest order was automatically fulfilled instead of the older ones.  The older orders that werent fulfilled also had an older promise date, so I am not sure why this happens.  Any ideas why this would happen?  (SL 7.03)
