Encoding special characters

I'm getting an error with some special characters being encoded when passed to the API.

I have a portal in PHP that passes information to the CRM via https://org.crm4.dynamics.com/XRMServices/2011/Organization.svc

The character giving an error is £ which is in the xml as £

I'm using htmlspecialchars($_POST["desc"],ENT_QUOTES, "UTF-8"); to encode it.

What is the best way to handle this?

£ to £ and

& to & and check.

Thanks, removing the additional parameters to htmlspecialcharacters() works, leaving the £ as £ but still encoding <> etc.
