Engineering change management - the field of engineering controlled how to use

I create ECO for these configurations, all configurations be marked. it is automatic, but i want to manually control it, i am not sure the logic for this field, and how to control it?

    Hi,
     
    As far as I understood the column is set to true for all items that needs to go through the ECO process. Items that need to go through this process are defined by the engineering product category.
