Cannot accept/reject Request for quotation - buttons are disabled

Hello, experts, 

Any ideas - why are the Accept/Reject buttons disabled for the Request for quotation?

I'm using standard MS demo data in the standard USMF legal entity. Prices are submitted manually in the RFQ replies.
