Downloading of SDK v9 - Plugin Registration tool

Hi all,

Not sure if others had challenges with downloading and running the sdk v9 plugin registration tool as there are a few links out there that allow you to download them, but the registration tool had some strange behavior.

I found that this site to be the most stable.
