Looking for recommendations for D365 CE and Azure Charge Back

We have a D365 environment deployed that contains a considerable number of records and consumes a significant amount of storage.

There are also azure components (storage, database, web) and middleware involved.  

There are many different departments that use portions of the infrastructure, and each group has its own business unit and conducts all operations within its isolated business unit. 

I am looking for any guidance or recommendations as to a product or solution that will allow me to trace out what's being used on a per user basis, and assign costs, with the goal of charging back/invoicing the departments for the resources they are using. 

At a minimum, we want to track per user consumption, and in the ideal we'd charge costs back to the users/departments budgets. 

This is D365 CE centric meaning the azure resources are ultimately accessed via D365 through customizations and/or workflows and plugins. 

Any guidance, recommendations, or if anyone has done this or knows of any solutions that are mature/time tested and work well, thats what I am looking for.

    Unfortunately, none of that is what I need. I need the ability to find out how many KB of Data each record is consuming and I need to be able to report on the total KB of records owned by each user. 
     
    For example, User Mark Antony owns 10384 records, and I need to know how much KB each record consumes, with the goal of being able to see that user Mark Antony's records are consuming 192 GB of Dataverse Record Storage, 10 GB of File Storage, and 1 MB of Log Storage (Audit history on each record User Mark Antony Owns).
     
    Nothing in power platform admin tells me that information.

    I am looking for something that will tell me exactly how many KB of record data is owned by each user.

    Power Platform Admin does not have anything anywhere close to that.

    I was hoping there was a 3rd party solution that does this but it seems there is not.

    Yes I know there is information there, but I am looking for a ready to use enterprise class usage/resource chargeback system. I want to be able to buy it, install and configure it, and then it’s generating usage bills for each department. If no such product exists, the next best thing is a vendor/partner who has built a chargeback system and sold it to other businesses. That’s really what I am looking for.
