Use of Vendor's Rental Equipment & PO + Payment as per usage

Hello Experts,
 
Scenario :
Vendor has deployed a machine inside the plant along with the operator.
We have to pay in proportion to the usage per hour. This two resources are used in production.
Running Charges per hour = Rs. 1000/- (750 Machine + 250 Labor)
Idle Charges per hour = Rs. 500/- (250 Machine+ 250 Labor)
 
Requirement :
System should create a Purchase Order (for both services) based on Firmed / Released production orders.
Vendor should be able to book his run time using Time Sheet which eventually marks the delivery against PO released.

    Please share observation related to this subject...
     
    Can we use rented machine in production scenario? 
    Can we report timesheet which in-tern generates payable to vendor (pay as you use model)
    Can we issue Purchase Order for using this machine in future production (as per plan)
