You can use outlook CRM add-in.
In which if you are offline and you create any contact or any thing via outlook.
Whenever it gets connectivity synchronization will happen.

You can use data import feature of CRM. Download template for bulk importing contacts in CRM.
Go to settings-> Data Management -> Templates for Data Import -> select contact from dropdown provided and download and populate data.
For contact to be in “sign off” mode, you can deactivate imported contacts on creation. This can be achieved using simple workflow. Create workflow that will trigger on create contact event and add step to “change status” to Inactive.
Note: Remember to deactivate workflow after import & deactivate operation is completed.
