its not possible creating a system user in dynamics crm online as compare to dynamics crm onpremise because there are many manual steps requred outside dynamics crm:

May I know why do you want to create User using plugin or workflow ?

As you may already be aware, CRM online users are Office 365 users, you cant create them from within CRM.
If you do have the need to create user on a CRM record event, it is possible using plugin or workflow but there are lot of hoops to jump through.
I would suggest you look into using Flow with Office Graph Api to create and assign crm license to a user.

Once you created the user, unless the user was created as a global admin or service admin, you have to assign security role to the user otherwise they wont be able to login or access CRM.
