Ye you can copy the comments and post them to other order comments area.
The issue you faced now, for that first delete the line existed by selecting all. After that you can paste the copied lines there. That will work for you.

Put your cursor on Blank Row and Page using Ctrl+V.

I can't paste... I tried to copy the 3 lines and Ctrl V but I get this message:

Does it work when you use CTRL+C to copy and CTRL+V to paste?
Sometimes you have to use the keyboard for copy paste - the mouse actions are not always working as expected.

Select blank line and then use keyboard paste shortcut keys, It will Paste content. If it's same column squance.
