Hi Jane,
Can you check under Synchronization method on the same screen, Server Side Sync is selected? If not, change it to Server Side Sync and then try Test & Enable mailbox button again

as Ravi mentioned you can configure that in your mailbox as well as in the system settings for general activation for appointments, contacts and tasks.
