Purchase limit per transactions

Is there a way to do purchase item limit per every TRANSACTION? Not by customer. 

My customer has some items selling under their cost.

    Not supported to limit number of items per transaction.

    Items selling under their cost: you can notify cashier about items price bound upper and lower bound.

    item --> Prices --> Price bound --> set down bound prices
