Report server not initialized error on SQL server 2012 frequently on report servers

I have two report server working in a load balancing format. Sometimes reports in CRM are not accessible to users. On analysis we have found "Report server not initialized" error on one of the report server. As a solution we have deleted encryption keys and try to run url again and it works.

Problem is that after 3-4 hours we are again facing this issue"Report server not initialized".

We are confused what is happening. Why we are getting error after 3-4 hours. Can someone help in this scenario?
