Users not showing up on Sandbox CRM Online environment

Hi,

We have a CRM Online production environment. We signed up for a Sanbox environment under the same Office 365 portal. 
Only a few users from our production environment seem to have access to the Sandbox enviornment. I just can't seem to get the other users to show up.

We even tried creating a security group, adding desired users to this group and then adding the group to the sandbox. But still no success.

Why is this ? can someone please help/advice.

    Here is what worked for us:

    1. Let's say a user John Doe has the CRM license and is not showing up in Dev.

    2. We first go to Office 365 and remove his CRM license. Then reassign that license and check in a couple of minutes. This resolved the issue.

    So now, why does the above work:

    We had a good call with MSFT support and they mentioned that basically, when we add a user to a security group or when we added a CRM license to the user initially, some 'sync' operation happens on their internal CRM server (which hosts our CRM online ) and somehow that sync was broken. By removing and adding the license, we kind of did a reboot of the user (without the user losing any information from production).  So seems like a bug on their side, but I also understand that the above resolution sort of makes sense.

    I actually resolved this issue aswell guided by microsoft support, but in our case there was an additional step that might have caused the synch to fail in the first place.

    Before reassigning the user license we Clicked on admin->CRM->Edit-> and deleted Security Group which was set to “Company Administrator”. We just left the field blank.

    After doing that, reassigning the user license, waiting for five minutes and logging in again the user appeared in the Sandbox environment.
